Neelie Kroes & “Wissen vor Acht”. Healthcare in your front pocket

“Wissen vor Acht” -“Knowing before eight”- is a prime time TV program, viewed by millions of people, just before the eight p.m newsbroadcast of the public TV sender ARD in Germany. “Wissen vor Acht” brings during weekdays new scientific and digital developments under the attention of millions of viewers in Germany:  “Wie wird uns Technik künftig beeinflussen? ”Was ist Vision, was schon bald Realität?“  Broadcasts can be downloaded from the mediatheke of the ARD and published on YouTube.

And here is power politician, European Commissioner Neelie Kroes on YouTube promoting the latest digital developments  for the healthy benefits of European citizens. With a ‘Digital Agenda’ high on the priority list of the EU. Reading from an auto-cue, technocratically summing up facts and impressive figures about existing digital markets and potential applications. Nevertheless, only 760 visitors at the time this post was published, while the machinery in the engineroom of the EU is kept on full steam.

The principle question is, however, do we need  liberal, market oriented European Commissioners, promoting the latest digital applications? Or should this be left to professional scientists and left to the press and public media? Should the European Commissioners, as politicians, not rather be concerned about the social consequences , since those applications can and will be used  to control the daily life of European citizens? Do we want a political policy, which simply read out instructions for use, or politics which are incorporated in democratic communication processes?

We are talking about control techniques, which organize social and economic activities, even replace them, limiting the debate to the scope of a ‘Digital Agenda’. Roughly the same way as one (politicians e.g.) would explain democracy by spelling out electoral programs of political parties.

Leaves a last question: “Where is the online public debate about this topic in the press and public media, free available, not hidden after paywalls, allowing moderately moderated comments by readers in the Netherlands?  As is possible in the FAZ, Der Spiegel, Süddeutsche Zeitung, Cicere Online, the Guardian, the New York Times, etc., etc.”

“Het Europees Parlement is een pretparlement”

citeert de TAZ de Duitse journalist, politicus en satiricus Martin Sonneborn die voor die PARTEI  “internationale mogelijkheden” ziet en gaat deelnemen aan de Europese verkiezingen nadat het Duitse Constitutionele Hof met 5-3 stemmen de drie procent kiesdrempel naar het rijk der fabelen verwees. Die PARTEI was mede-aanklager tegen de drie procent kiesdrempel en heeft volgens de homepage ruim voldoende handtekeningen verzameld om mee te doen aan de Europese verkiezingen. Eerder besloot de Duitse Bondsdag na protesten de vijf procent kiesdrempel te verlagen tot drie procent. Tijdens de Europese verkiezingen in 2009 met een vijf procent kiesdrempel verdwenen 2.8 miljoen stemmen “onder tafel.”

Sonneborn in de Süddeutsche Zeitung, “We zullen maandelijks terugtreden.”  Die PARTEI komt met 60 kandidaten, welke ieder een maand zitting nemen in het Europees Parlement gedurende de vijfjarige zittingstermijn van het Europees Parlement. Tussentijdse herverkiezingen zijn nagenoeg uitgesloten, zodat iedere kandidaat derhalve is verzekerd van een maand deelname aan de werkzaamheden, aan de treinreizen tussen tussen Brussel en Straatsburg v.v. en aan de recesperioden van het Europees Parlement.

Afgaande op het aantal stemmen tijdens de landelijke Bondsdagverkiezingen in september 2013 op Die PARTEI  -“Das Bier entscheidet”, een satirische persiflage op de verkiezingsleus “das WIR entscheidet” van de SPD- ligt tenminste één Europese parlementszetel in het verschiet.

Het Duitse Constitutionele Hof motiveerde haar uitspraak onder andere op de overweging dat van ‘disfunctioneren’ door het Europees Parlement geen sprake is. Bovendien hanteren zeventien andere lidstaten geen kiesdrempel. De traditionele Duitse traditionele politieke partijen, momenteel met 97 zetels vertegenwoordigd in het 736-koppige parlement, moeten naar schatting rekening houden met een zetelverlies van acht zetels aan de kleine politieke partijen. Waaronder de Piratenpartij, Die Freiheit partij en helaas, geen misverstand, de donkere keerzijde van een democratische medaille, de NPD.

Ware sprake geweest van ‘disfunctioneren’ door het Europees Parlement, had het Duitse Hof mogelijkerwijze anders beslist. Voor landelijke verkiezingen in Duitsland geldt om deze redenen een kiesdrempel van vijf procent. Momenteel zijn 162 politieke partijen vertegenwoordigd -verenigd in zeven blokken- in het Europees Parlement, dat weliswaar ‘mede-wetmaker’ is, maar niet over de klassieke competenties beschikt , welke een parlement in een democratisch parlementair staatsbestel ten deel vallen.

Op de vraag (TAZ) bij welke partij of welk blok Die Partei gaat aansluiten, antwoordde Sonneborn, “Er zijn zoveel imbecielen (Schwachköpfe) die voor Europa zijn en zoveel imbecielen die tegen Europa zijn, dat we nog helemaal niet weten waar we staan.”

Dat (het Europees Parlement) is ook een hoger niveau van een pretparlement indien men de richtlijnen voor de dikte van pizzadeeg en voor oliekannetjes op tafels in beschouwing neemt. Ik geloof dat wij daarin goed passen.” (SDZ)
